What is Oil Discharge Monitoring Equipment (ODME)?
Oil Discharge Monitoring Equipment (ODME) is a device used to measure and monitor the discharge of oily water from ships. The oil discharge monitoring system is crucial for ensuring that oily water discharge, particularly from oil tankers, stays within permissible limits to prevent marine pollution. After discharging crude oil at a port, oil tankers often take in ballast water for stability. Before loading new cargo, this ballast water must be discharged, and ODME ensures operation in oil tankers.
How does ODME Work?
ODME manages the discharge process through two valves: the slop valve and the overboard valve, which operate in opposite states—when one is open, the other is closed, and they never operate simultaneously. To calculate the Instantaneous Rate of Discharge, ODME uses three key parameters: the oil content in parts per million (PPM), the flow rate in cubic meters, and the ship’s speed in knots. These values are displayed in the cargo control room. If the discharge rate of oil content remains below 30 liters per nautical mile and the total amount discharged does not exceed 1/30,000 of the total cargo quantity, the overboard valve opens to allow discharge. If these conditions are not met, the overboard valve closes, and the slop valve opens, ensuring compliance with MARPOL Annex 1 regulations.
What are the MARPOL Regulations Regarding ODME?
MARPOL Annex 1 mandates that oil tankers with a gross tonnage of 150 tons or more must be equipped with an ODME system approved by the relevant administration. This oil discharge monitor must include a recording device that provides a continuous record of the discharge rate in liters per nautical mile, the total quantity discharged, or the oil content and discharge rate. These records must be time-stamped, dated, and retained for at least three years. Additionally, a proper oil record book must be maintained to document all oil discharge activities.
